On Tuesday, state lawmakers approved legislation that continues to address the COVID-19 crisis we’re facing in Minnesota.
Some of the provisions included:
- Implemented provisions of the federal CARES Act
- Expanded access to telemedicine
- Extended dates for farmer/lender mediation
- Provided expected health care coverage for care at alternate treatment site
- Allowed public officials to participate in remote meetings or hearings
- Allowed marriage license applications to be submitted remotely
WHEN WILL WE RETURN TO NORMAL?
As you know, the stay-at-home order has been issued by Governor Walz. As it is an executive order, he is ultimately deciding – with the help of staff and advisers – when we can return to normal.
The latest modeling information provided this week by experts at the Minnesota Department of Health and the University of Minnesota indicates that by protecting the vulnerable and continuing to observe social distancing, we can begin the process of bringing our economy back. If we can avoid three more weeks of economic devastation without an increase in ICU demand or deaths, we should let the data guide our work and have that conversation.
Also on Tuesday House Republicans brought forward a resolution that would have moved the process forward. Our approach aims to keep in place important measures to protect veterans, small businesses, and law enforcement as our response to COVID-19 continues. Simply ending the Governor’s Emergency Declaration would have caused significant disruption, which is why we needed to do this in a way that’s smart and recognizes that this crisis has not come to an end.
In short, since we have enacted the required legislation to support the needed actions, we feel it’s time to end the extra executive powers and return to the normal legislative process.

Unfortunately the Minnesota House majority did not agree and voted against the proposal.
INSULIN COMPROMISE REACHED
After months of work, the legislature came to a compromise agreement that makes insulin more affordable for Minnesotans and ensures that insulin is available in emergency situations. This bill ensures that insulin affordability programs will remain in place and provides life-saving assistance for those in emergency situations.
I supported the compromise on insulin, however, I do still have reservations. In effect, all of the manufacturers already provide what the bill is requiring, and in many cases, much more.
